Ivorian cocoa buyers seek end to grinders tax break

ABIDJAN (Reuters) - Major buyers of Ivorian cocoa have urged the government of the world's top producing nation to cut a 20-year old tax break given to local grinders, arguing the incentive handed grinders an unfair market advantage.
Members of an international and local buyers association, which includes France-based commodities firm Sucden and leading cocoa trader Armajaro, said in a letter to Ivorian authorities the tax benefit distorted the market.
The Ivorian government introduced the tax incentives during the 1991/1992 cocoa season to encourage investments in the country, create jobs in the cocoa sector and increase the country's grinding capacity.
The tax benefits were supposed to last for five years and are in the form of a reduced DUS ("droit unique de sortie") tax, the main cocoa export tax.
Until the 2008/09 cocoa season, the tax was fixed at 220 CFA francs per kg, while for grinders, the tax was reduced by about 70 CFA francs per kg.
The letter, seen by Reuters on Wednesday, said the subventions cost the Ivorian government about 34 billion CFA francs in 2010.
"The tax exemptions granted to local grinders enables them to buy more beans from cooperatives and producers," the letter to Ivory Coast's agriculture minister said.
"This has as immediate consequence, a monopoly situation that could in the medium and long term, force buyers out of the procurement system at the farm level," said the buyers association, whose members export about 36 percent of Ivorian cocoa and employ about 6,200 people.
"UNFAIR COMPETITION"
The association urged the government to cut the tax exemption, saying buyers will not be able to match prices paid by local grinders at farmgate level in the long run, thus pushing them out of the market.
"We can no longer endure this unfair competition, especially in a stabilised market where one group has a significant advantage over another. It is not possible," said Mariam Diabate, secretary general of the buyers association.
Diabate said because the tax exemptions had been in place for nearly 20 years instead of 5 years as was intended, local grinders such as Cargill and Barry Callebaut and ADM had recovered the capital invested in plants and therefore did not need the exemptions.
Cargill, ADM, Barry Callebaut and Cemoi are the top four grinders, crushing between 415,000 and 450,000 tonnes of cocoa annually. Barry Callebaut and Cemoi are planning to increase their grinding capacity in 2012.
In 2010, Ivory Coast became the world's top cocoa grinder with a capacity of 532,000 tonnes, turned mainly into cocoa butter and powder.
The cocoa grinders have however said the incentives does not give them any advantage and that removing them could hurt the local grinding industry and even push some to move plants to neighbouring Ghana, the world's second-biggest producer after Ivory Coast.
"The grant does not give us any advantage over other companies. It is just a matter of business strategy. We have been here for years and we are heavily investing large sums, the grant does not even cover our expenses," a director of a grinding firm said, requesting not to be named.
The Ivorian government is carrying out reforms in the sector, which it has said will guarantee farmers receive at least 60 percent of the market price for the cocoa they produce.
The latest draft of the sector reform in November said the revision of the tax benefits would be decided after an impact analysis on employment and grinding capacity.

Le cas des médias de masse français est constitué de nombreux conflits d’intérêts expliquant toute une série de médiamensonges. En voici quelques uns :
-Avant que les services secrets américains ne revèlent le 3 décembre 2007 que l’Iran a cessé son programme nucléaire militaire en 2003, tous les médias dominants mentaient sur les armes nucléaires iraniennes.On était tout prés d’un désastre supplémentaire basé sur un mensonge.
Remarquons au passage qu’il y a les mauvaises bombes iraniennes et les bonnes bombes nuécléaires et atomiques de Israel qui a violé plus de 200 résolutions de l’ONU notamment…
- Selon les médias de masse,la guerre en Afghanistan est légitime pour chasser la barbarie des talibans.Le réel enjeu de cette guerre est le trafic d’opium.Avant l’invasion,la production d’opim a chuté atteignant 200 tonnes en 2001.Depuis l’occupation du pays par les troupes de l’OTAN, la production d’opium a augmenté atteignant 3400 tonnes en 2002,8400 tonnes en 2007.En 2006,92% de la production mondiale d’opium provenait d’Afghanistan…Depuis l’invasion,les seigneurs de guerre soutenus par l’OTAN sont revenus sans compter les milliers de morts afghans et les bombes à Uranium Appauvri.

Ce mensonge a été démenti par le parlement européen en personne avec sa résolution du 5 janvier 2005 sur les relations transatlantiques(3) avec la création d’une assemblé transatlantique afin de préparer la future union transatlantique (entre l’Union Européenne et la future Union Nord Américaine) de l’agenda mondialiste.Cette résolution se base sur le Nouvel Agenda Transatlantique de 1995 issu es travaux du groupe de rélfexion « le Transatlantic Policy Network »(4).Le fonfateur de la Paneurope, Richard de Coudenhove Kalergi parlait déjà en 1950 lors de la relise du prix Charlemagne d’une union atlantique avec la Grande Bretagne faisant le pont entre l’Europe et les Etats-Unis.(5)

Intéressons nous tout d’abord au Groupe Lagardère. Ce groupe contrôle »Europe1 » via Lagardère Active, »Le Monde » a hauteur de 17%,Le Journal Du Dimanche via Hachette Filipacchi Médias. Arnaud Lagardère est l’un des deux président du directoire de EADS. EADS a signé le 3 décembre 2008 un contrat de 208 millions d’euros avec l’armée américaine(6)…EADS est le principal soutien de la fondation
Franco-Américaine(7). Cette fondation a depuis trente ans pour fonction de recruter les jeunes leaders appelés à occuper des postes de dirigeants pour les former au soutien de la politique atlantiste et mondialiste dans le cadre du rapprochement transatlantique entre l’Union Européenne et la futur Union Nord Américaine.
Les textes officiels de la fondation affirme que: « Le programme phare des Young Leaders, piloté par les deux entités (ndlr : New-York et Paris), vise à créer et à développer des liens durables entre des jeunes professionnels français et américains talentueux et pressentis pour occuper des postes clefs dans l’un ou l’autre pays »
Parmi les Young Leaders français(8),on trouve : Alain Juppé (1981),Valérie Pécresse (2002),
François Hollande (1996,), Arnaud Montebourg (2000), Pierre Moscovici (1996), Henri de Castries (1994,Directeur général du groupe AXA assurances), Christine Ockrent (1983) Emmanuel Chain (1999). Le co-président de EADS,Thomas Enders est le président de groupe de réflextionAtlantic-Brücke(9) qui a pour objectif de resserer les liens transatlantiques.Ont bénéficié de son prix Eric M. Warburg » :
Henry Kissinger (1992), Manfred Wörner (1994, ancien secrétaire général de l’OTAN), l’ancien chancelier Helmut Kohl (1996),Klaus Naumann (2000, ancien président du comité militaire de l’OTAN et membre du comité d’administration d’Atlantik-Brücke jusqu’en 2007) et George H. W. Bush senior (2002, pour le cinquantième anniversaire de la création de l’institut).
Pour continuer avec la fondation Franco-Américaine, Denis Olivennes, le directeur de la publication du »Nouvel Observateur » est le young leader de la fondation pour l’année 1996.
Le directeur de la rédaction du journal »Libération », Laurent Joffrin est également Young Leader de la fondation Franco-Américaine pour l’année 1994 et fait partie du groupe de réflexion mondialiste
« Le Siècle ». L’actionnaire majoritaire de Libération est Edouard de Rothschild (10) (de la dynastie de banquiers mondialistes) et est associé-gérant de Rothschild & Cie Banque qui est l’un des soutiens de la Fondation Franco-Américaine. Edouard de Rothschild fait partie du « Siècle »(11) également…Le monde est petit !
Le journal »Le Figaro » est contrôlé par Socpresse qui appartient à Serge Dassault.Ce dernier avec Dassault Aviation est dans l’aéronautique et l’armement. Il a notamment signé un accord industriel majeur dans le domaine des drones MALE en Mai 2008 avec Israel(12).Pour continuer avec »Le Figaro »,son rédacteur éditorial, Alexandre Adler est membre, lui aussi, du groupe « Le Siècle » et était invité en 2003 à la réunion du Groupe Bilderberg à Versailles(13).Il a également co-écrit un rapport de la fondation Franco-Américaine titré « le congrès démocratique et la politique américaine concernant l’Irak et le Moyen-Orient(14).Avec toutes ses relations,on comprend son parti pris pour « l’axe du bien », l’axe américano-sioniste et mondialiste.
Quand au Groupe Bolloré, il diffuse »Direct Matin » et »FranceSoir » et contrôle le CSA(16) depuis juillet 2008.Bolloré est impliqué dans la déforestation en Afrique depuis le rachat du groupe Rivaud. Il a acquis notamment deux grandes sociétés forestières au Cameroun : la Sibaf à la frontière du Congo-Brazzaville et la Société HFC/Forestière de Campo, dans la province de l’Océan, à la frontière de la Guinée Equatoriale. Très implanté en Afrique dans le secteur des transports, Bolloré est également lié à de nombreux dictateurs africains comme Denis Sassou Nguesso et Idriss Déby(17).Au sein du comité stratégique du Groupe Bolloré,on trouve Alain Minc(18) qui conseille de nombreux politiciens français et qui a la particularité d’être lui aussi un Young Leader de la fondation Franco-Américaine pour l’année 1981 et d’appartenir au groupe de réflexion « Le Siècle ».
En ce qui concerne »France Monde »(France24,RFI et 49%de TV5), la directrice Chrisitne Ockrent a été en 2008 à la réunion du Groupe Bilderberg(19) à Chantilly aux USA et elle est Young Leader de la fondation Franco-Américaine pour l’année 1981.
Quand à David Pujadas qui présente le « JT » de France2,il fait partie du groupe « Le Siècle » également.
Les médias RTL et M6 apprtiennent en totalité à la fondation Bertelsman(20).La fondation est actionnaire de Canal+ à hauteur de 5.1%.Cette fondation Bertelsman est un groupe de réflexion mondialiste.La Fondation est derrière le projet de relance de la constitution européenne,derrière l’Union Méditerranéenne et travaille sur le partenariat transatlantique(21).Elle compte parmi ses membres Henry Kissinger, Joschka Fischer et Jean Claude Trichet (Président de la Banque Centrale Européenne) et est très lié au gouvernement allemand et à Bruxelles.
Intéressons nous au journal »Marianne », réputé à gauche et anti-système.Le journal est détenu à 25% par Yves de Chaisemartin(22).Ce dernier est le conseiller de Carlyle Europe depuis juillet 2005.Le Groupe Carlyle est un fond d’investissement américain basé entre autres dans l’armement. Carlyle compte parmi ses sociètés Halliburton dont Dick Cheney a été le PDG.Ce Groupe compte parmi ses conseillers George H.W Bush, Franck Carlucci(ancien président de la CIA),à la direction Olivier Sarkosy(le demi frère de Nicolas Sarkosy) et parmi les financiers George Soros.
Avec tous ces conflits d’intérets, l’information des médias dominant ne peut pas être impartiale.Certains sujets font tomber le masque de l’appareil médiatique.Entre autres,l’élection d’Obama,la couverture du conflit au Moyen-Orient,la désinformation sur les projets mondialistes et la chasse à toute personne osant remettre en cause la version officielle du 11 septembre 2001 comme des centaines de familles de victimes américaines,des universitaires,ingénieurs et scientifiques américains.

Une histoire de petrole entre la Cote D'Ivoire et le Ghana
An oil dispute could break out between Ghana and neighboring Ivory Coast if immediate steps are not taken to redefine the boundaries between the two nations.
Ivorian authorities have been meeting with some oil companies in Ghana ordering them to stop their operations.
Ivory Coast is reportedly laying claim to portions of the huge oil wealth in the deep waters of the Western region of Ghana.
In the new development, Ivory Coast is laying claim to much of Tullow Oil’s Jubilee, Tweneboa, Enyenra and Owo discoveries, among others, plus the West Tano-1X find and several prospects.
Joy News checks indicate that even though talks between Ghana and Ivory Coast have not been concluded, Ivory Coast now plans to develop its own gas processing infrastructure, ostensibly duplicating proposals advanced by Ghana.
Officials at that country’s oil company Petroci unveiled a controversial map last week that redraws the maritime border between the two nations, which have been in long-running talks over the disputed area.
Meanwhile, the Jubilee Partners have already raised concerns about the boundary problem.
Texas-based oil explorer, Kosmos Energy has expressed fears about the development.
The oil producer says the future of a portion of its license in the Deepwater Tano Block is uncertain as the issue remains unresolved.
Kosmos fears it may lose some of its license if changes are made to the maritime boundary demarcation between Ghana and Ivory Coast.
Uncertainty remains with regard to the outcome of the boundary demarcation between Ghana and Côte d’Ivoire and we do not know if the maritime boundary will change, therefore affecting Ghana’s rights to explore and develop its discoveries or prospects within such areas.
Reactions cote Ghanaen
Ivory Coast may well have a case, howbeit questionable, and I am sure Alassane Ouatarra knows exactly what he is doing. Want to know why I am saying this?
Ivory Coast would have been taping oil long ago if Jerry John Rawlings didn’t intervene. In effect, it was around 1982 when the Ivorian President Felix Houphouet -Boigny announced on the State TV, shortly after hydrocarbon of-shore explorations that Ivorians were going to “wash their hands” with oil before they ate, obviously referring to a future oil boom. The areas of exploration have much to do with the present Ghana oil fields. However, unbeknownst to the Ivorian president, a certain absolutely stubborn Flt. Jerry John Rawlings of Ghana was all but monitoring the events.
Now when it was time to tap in the oil, supported by several institutions, France and backed by the United States, JJR sent the Ghana navy to occupy the place in a very daring stand-off when at the time, French troops were stationed in Ivory Coast. I would even say the Ivorian army didn’t really exist. Rawlings really called off the bluff of Houphout-Boigny by stopping the oil dream. When France and the US raised concerns about the issue, Britain stepped in saying Rawlings was right, inviting the US out of the polemic.
A meeting was later convened by the Ivorian Government in the honor of Jerry Rawlings who manipulated the events in his favor. Initially intended to have taken place in the Ivorian Capital, Rawlings arrived that morning and instead waited a little on the tarmac at the airport, then continued to Yamossoukro, the second capital and birthplace of the Ivorian president Boigny asking the president to meet him there. He must most certainly have had his reasons, but no one clearly understood Rawlings’ motive for this abrupt change of mind, however, it is understandable Jerry Rawlings was extremely unpredictable in situations like this. Who was the prime Minister of Ivory Coast that time? A certain Alassane Ouatarra! Houphouet-Boigny’s very pacific stance on the issue didn’t inspire Alassane Ouatarra’s fancy. Neither did it France which didn’t turn her eyes off the oil issue completely. Later on, in 2011, backing Ouatarra in a presidential coup was only a very predictable occurrence in the scheme of things, and one could estimate that the present events were only a matter of time.
When the rebels began getting organized in the North in 2002, with Ouatarra’s involvement, financed partly by France and channeled through Burkina’s Compaore most of us knew the final project or objectives.
Why did France and other parties involve refused to disarm the rebels before the 2010 presidential elections as dictated by the Markoussis accord in France? They wanted the rebels still armed in case there was going to be armed conflict as outcomes turned out sour in this oil problem with Ghana.
